Purpose

Clear Paths, Responsible Entry

Clear Paths, Responsible Entry

The ILIP™ Participation Pathways describe how organizations may enter the Independent Living Infrastructure Pilot (ILIP™) in a way that is transparent, flexible, and institution‑ready.

ILIP™ is designed to accommodate organizations at different stages of readiness and does not require participation in a specific convening or event. Whether through structured roundtables or direct exploration, the pathways maintain consistent standards for validation while meeting organizations where they are.

Flexible Entry Points

Multiple entry options to accommodate different organizational contexts and timelines.

Responsible Engagement

Structured processes ensure proper governance and alignment before validation begins.

Core Entry Principles

What All Pathways Share

Regardless of pathway, all ILIP™ participation is governed by the same principles that ensure consistency and credibility across environments:

Environment‑Level Evaluation

Focus on aggregated environment data, not individual‑level assessment

Independent Validation

All validation conducted independently through HOBEC™ oversight

Aggregated Data Handling

Data is aggregated and anonymized before analysis and publication

Quarterly Cadence

Validation occurs on a consistent quarterly schedule

Clear Separation

Distinct separation between platform deployment, validation, and certification

Consistency & Credibility

Uniform standards ensure reliability across all participating environments

Pathway A: Via ILIP™ Roundtables

Convening‑Led Entry

Convening‑Led Entry

Organizations may enter ILIP™ following participation in an ILIP™ Roundtable. This pathway is well‑suited for organizations that benefit from cross‑sector education, exposure to vertical‑specific use cases, and early alignment with institutional partners.

1
ILIP™ Roundtable
Participation in educational convening
2
Exploratory MOU
Structured exploration phase
3
LOI (Optional)
Formal intent to proceed
4
ILIP™ Participation
Formal validation engagement

Important Note

Roundtable participation does not guarantee ILIP™ acceptance. All organizations undergo the same evaluation criteria regardless of entry pathway.

Ideal For Organizations That:

  • Benefit from cross‑sector education
  • Want exposure to use cases
  • Seek early partner alignment
  • Value structured discussion forums
  • Prefer gradual entry process

Pathway B: Direct Entry

Structured, Independent Entry

Structured, Independent Entry

Organizations may also enter ILIP™ without participating in a roundtable. This pathway is appropriate for organizations that have already reviewed ILIP™ materials, prefer a direct exploratory process, or are operating under time constraints.

1
Exploratory MOU
Structured exploration phase
2
ILIP™ Participation
Formal validation engagement

Equal Evaluation

Both pathways are evaluated under the same criteria. Direct entry does not provide advantage or disadvantage in the evaluation process.

Ideal For Organizations That:

  • Have reviewed ILIP™ materials
  • Prefer direct exploration
  • Have time constraints
  • Value accelerated timelines
  • Seek one‑to‑one engagement

After ILIP™ Participation Begins

What Participation Entails

Quarterly Evaluation

Environments are evaluated on a consistent quarterly basis

Independent Validation

All validation conducted independently by HOBEC™

Aggregated Review

Findings aggregated and reviewed before publication

Scalable Participation

Can scale as additional environments are added

Important Distinction

ILIP™ participation does not imply certification or endorsement. Participation represents engagement in the validation process, not approval of outcomes or methods.

Relationship to ASHP Affordable Smart Housing Program™

Optional, Downstream Alignment

What ASHP Affordable Smart Housing Program™ Offers

  • Optional certification pathway
  • Downstream recognition framework
  • Validation‑informed eligibility
  • Process‑based determination

Important Distinctions

  • ASHP Affordable Smart Housing Program™is not required for ILIP™
  • Certification is not guaranteed
  • Eligibility determined through process
  • ASHP Affordable Smart Housing Program™ remains optional and downstream

Sequential Relationship

ASHP Affordable Smart Housing Program™ consideration follows — rather than precedes — ILIP™ validation. Certification frameworks are evaluated separately, based on validation outcomes and organizational readiness.

What Participation Is Not

Clear Boundaries

Understanding what ILIP™ participation does not include is essential for proper expectation management and institutional alignment.

Not a Funding Source

ILIP™ participation does not guarantee funding or financial incentives

Not Regulatory Compliance

Does not replace or fulfill regulatory or compliance requirements

Not Vendor Approval

Does not approve specific technologies, platforms, or vendors

Not Individual‑Level Disclosure

No publication or disclosure of individual‑level data

Not Future Commitment

Does not commit organizations to future certification or participation

Not Endorsement

Participation does not imply endorsement of methods or outcomes

Flexible Entry, Consistent Standards. ILIP™ Participation Pathways are designed to meet organizations where they are — while maintaining consistent standards for validation, governance, and integrity.
Pathway Principle

Organizations may explore participation through a roundtable or proceed directly to the exploratory MOU stage.
